Marine vessel repairs and refurbishments present an environment which is characterised by a number of possible risks and safety hazards. In an effort to provide its clients with best practice service, as well as ensure that any occupational health and safety issues are minimised, DCD Marine Cape Town has a comprehensive SHEQ programme (safety, health, environment and quality) in place.
"In line with our goal of striving for a zero incident rate we have reviewed our existing lost time injury (LTI) rate, as it does not consider those incidents which have not been recorded due to the absence of medical treatment," says Gerry Klos, General Manager for DCD Marine Cape Town, a recognised service provider and fabricator for the upstream oil and gas sector servicing the industry in Cape Town, as well as remote sites and offshore; and a member of the DCD Marine cluster.

"DCD Marine Cape Town has now adopted the Total Recordable Incidence Rate (TRIR) measurement as its chosen indicator of safe working practice. This allows us to proactively identify minor issues before they become serious incidents. This in turn drives our goal of zero incidents by closely monitoring and evaluating risk areas," Abdullah Elmie, SHEQ Manager for DCD Marine Cape Town points out.

What is TRIR?

Elmie explains that a recordable incident is either where medical treatment is sought; where an employee's injuries indicate that he/she has only limited use of a specific limb/s due to injury; LTI cases where an employee is booked off work for one shift or more; and fatalities.

A Recordable Incident (RI), is therefore any injury which requires more than first aid treatment, but excludes medical treatment cases where no surgical operation was conducted. It does however include incidents where the injured person is placed on restricted duty for more than a full shift.
"The TRIR allows us to utilise all recordable incidents, irrespective of whether a person is booked off work. This means that we are able to not only work towards preventing any lost time injury, but more importantly, to prevent any and all injuries," Elmie points out.

Elmie says that TRIR is more complicated than LTI as one requires a comprehensive understanding of the indicators for both employees and contractors. "It is critical that all stakeholders in the process embrace the TRIR practice to guarantee its successful implementation. This has necessitated training of all parties and the updating of all policies and procedures. In turn, we are able to act promptly to mitigate against trends developing into LTI events.

"By constantly researching best practice and technology, DCD Marine Cape Town is able to ensure a safer work environment and a clearly improved safety rating and record. By interacting closely with our clients and potential clients we are able to define clear policies and procedures around SHEQ. This is underpinned by the employment of competent staff members whom we empower and train to provide exemplary customer service," adds Elmie.

"Each department within the company is measured on an ongoing basis in terms of their SHEQ compliance and we conduct an annual internal audit which provides us with performance indicators," he continues.

"By adopting TRIR as our standard, we have clearly aligned ourselves with the global best practice which our clients adhere to. TRIR demonstrates the efficacy of our management systems. This more detailed and thorough way of measuring our SHEQ performance allows us to be proactive in our safety initiatives and provides clients and employees alike with the reassurance that we have their best interests at heart," Klos concludes.
